This is a relatively new "stance" that appears to have been picked up from the "ganster movies". It gives the appearance that the holder of the gun has more 'control' in that the visual from this position is better. The angle of the arm and the side view of the gun is stronger with the wrist even, as opposed to turned. It also allows the gunman to 'rock back and forth' with more arm control. The arm is at a position to "spray" fire more rapidly by moving the arm at an angle. The visual is still more effective. Now, I have never shot a gun in my life, but after viewing many 'ganster movies', it just seems natural as rap that even the way 'they' would use a gun would be differently than the "norm". It's as though the ganster must be able to shoot his gun differently than the police - why would he want to 'be the same'. This probably doesn't make sense to you, but for some strange reason - I 'see' it. (smile)

Because they were never taught how to aim and fire properly. You would never see anyone at a shooting range holding their firearm in that position.
