Take all the dead files in your office (or if you're really evil - the active ones), put them in the middle of your office w/ a little gas if you want, light on fire and sit next to it. If you are feeling real ambitious, buy some marshmallows and toast 'em up!!!!! :)

I don't know whether you sit at a desk or have to be up and around a lot. The most effective solution if you are up and around would be to pack a sweater or jacket to work and wear it when you get cold. You are also at an advantage if you are able to move around a lot- go run or walk up and down the stairs (if they are available and you are able to) in order to get the blood pumping.
If you are sitting at a desk you have more options. See if there is an air conditioner register (where the air comes out) near your desk. They can be in the floor or in the ceiling, depending on your office. Sometimes you are able to shut them from the outside - I would ask permission to do so. If you are not able to shut them, ask whether you can go get a magnetic register cover (it will block the air) at your own expense (they are cheap and available at most hardware stores) that you may use when you get uncomfortable.
If they won't let you close or block the registers immediately around your desk, I would get a small electric space heater and plug it in under your desk so that it just blows on you. This, combined with a sweater or jacket should keep you comfortable.

Follow these steps
1. Put on a sweater
2. After putting on a sweater start shivering
3. Grab a cup of coffee, sit in your office with your hands
around the coffee cup to warm them
4. Start sneezing and coughing when you walk down the hall
5. Be sure you are shivering when you do this
6. Repeat, repeat, repeat
7. On day 3 of doing this go home "sick" - REALLY go to the
doctor and get a note that due to the cold temperature you
are getting sick
OR... you could build a campfire in your office - HA! Kidding!
OR... come in dressed as an Eskimo - HA! Kidding!

It all depends on the kind of vents you have in your office. Our building is quite old and we have the square vents in the ceiling. What I have done in the past is to bring a small towel to work and put it up in the vent. That way it doesn't stop the air from coming in but it keeps it from blowing directly on you.
And of course there were some places that I couldn't do that so I just rememberd to brind a light sweater or jacket to work and leave it there at the office.

Buy a personal space heater and give the the receipt and ask for reimbursement or type up a formal letter explaining to them that they have you work in conditions that are hazardous to your health and that you are willing to negotiate before you sue them. I'm joking. My office is freezing also, I do need to buy a space heater but other that that i usually go to work with regular clothes on b/c it's HOT outside but when i get to work I put on my thick socks and my gloves and walk around like that. They look at me crazy and eventually turn it warmer. It actually works

Make yourself REALLY AT HOME! Bring in your fuzzy bunny slippers,some hot cocoa with marshmallows,and most important to stay warm-a fleece fuzzy blanket.Refuse to get rid of these things untill they let you have some control with air conditioning.Or you could always just put on a sweater,but that's not a creative idea,is it.

Well, if you wanted a practical answer, I'd recommend wearing a sweater or even perhaps long underwear. But you want something creative... hmmm. Get a Weber grill and make a little bonfire next to your desk.

There is practically nothing much that you can do about this problem. Even i face this. What u can do is get some nice warm clothes and wear them to ur office. Or best get ur self a good leather jacket....this is wot i do. Feels great and warm.

Take a glass of ice and put it right next to the thermostat, the cold of the ice will fool the sensor into thinking it's TOO cold and will turn off on its' own.
