My answer is Virginia - as it is an eastern state, on the Atlantic Ocean, and the northern part of the state is next to Washington DC, so many federal goverment offices are located nearby. the western part of the state is in the Appalachian Mountains.

8 US presidents from Virginia are:
George Washington, Thomas Jefferson, James Madison, James Monroe (four of the first 5 presidents) and
William Henry Harrison, Virginia-born but elected as a resident of Ohio; John Tyler, who wound up serving all but the first month of the latter's term after Harrison became the first President to die in office;
Zachary Taylor, who made his name as a Kentucky resident; and Woodrow Wilson, who was a Virginia native but was elected President after serving as the president of Princeton University and Governor of New Jersey.

Virginia's governor is a Democrat, Tim Kaine, but the legislature has republican control.
Virginia's population is just over 7 million people, with 19.9% of the population being African American.
