Make a negotiation, you want to keep your property from flood and she want to have baths.
You may get a plumber to fix it and make she pay the bill. Tell her that it's all her responsible to fix the pipe line that came from her room.
If she does not agree with you, tell her that you will sue her and she will have to pay more because you will win in this case.
If she does not listen, sue her!

calmly ask her WHY she is flooding u
maybe you are bothering her in some way that you do not know
if that doesnt work sue her
or be really really really (I MEAN REALLY ) nice to her and she will be surprised and maybe will stop all that flooding
ALSO explain that it is damaging your property and so on ...
invite her to have coffee and explain things calmly

maybe she is really weird and needs to go on the hospital for some mental checkup

File a claim against the liability portion of her Renter's Insurance if she has it. You can do this through your policy and let your insurance company subrogate against her's. If she doesn't have Renter's coverage, your only option is to sue her for the damage she's caused you.

You did the smart thing. Obviously, she is clueless. I have experienced the same problem with my neighbor who floods their apartment from both overrun bathtub and washing machine! Management doesn't care, and neighbor doesn't care. Glad that some people can take serious action.

Sue her for damaging your property.
Small claims are cheap and work wonders. Most attorneys even include their fees at her cost.
