your tenths place is your first digit after the decimal point, the number after that is the one in the hundredths place and the third is the one in the thousandths place, so what determines if you round up or down in the tenths place is the next one after it, if it is 5 or over you round up if it is 4 or lower it stays where it is at, so 6.48 becomes 6.5 and 28.093 becomes 28.1 and for the next two 1.6814 stays 1.681 and 55.1088 becomes 55.109. hope this helps you understand it a little bit better, math is really pretty easy if you take the time

To round to a tenth you need only 1 number after the decimal point. If the second number after the decimal point is 5 or greater then you round up the first number,
6.48 = 6.5 (rounded up due to 8)
28.093 = 28.1 (rounded up due to 9)
Same for thousandths, except this would be to 3 decimal places, so:
1.6814 = 1.681 (not rounded up due to 4)
55.1088 = 55.109 (rounded up due to 8)

Good God, Italian Max: In the first, tenths means one decimal place. In your example the second decimal place, 4 being the first and 8 the second, you look at the 8 which is 5 or more and you round up the four to five: 6.5...The second, you take no notice of the three, but the 9 is greater than five, so your answer is rounded up to 28.1.
Thousands: only the first three decimal points count, so in the first case you look at the fourth which is four, it is less than five so you do not round up, the answer remains 1.681. The next you look at the fourth decimal place which is 8, it is more than 5, so you round up making the first 8 into 9: Answer 55.109.
The reason you round up or down, is that 5 is the halfway mark, over the half way mark you round up, under (4 or less) you do not round up...................... Hope it makes sense. Bon Journo..
