Ah, the Fire Ant. It makes mounds everywhere it digs. Get some lawn spreader products from Lowes or Home Depot. The products say Fire Ant on them, and they work for one season. Your neighbor will get the ants after you use this stuff, and if you quit using it, the ants will come back.
Careful not to step on the hills in the daylight! They bite really bad.

if they are sand mounds, with no trails they are not moles. Moles will leave tunnels underground. They are there looking for bugs to eat. If they are fire ants you will see them all around the mound and running everywhere. If ants, use "Over and Out" available at Home Depot or Lowe's. You might take a very very long stick and poke the hill to see if anything comes out. That would give you a definite visual of the bug/critter. Your best web site over there is www.prohort.net. Humm..could be ants or moles...wish I knew the height and width of the mounds. Here in the south we have crayfish (also known as crawdads) that burrow into the soil and spit up mounds of gray mud like substance. In the top of the mound is an opening. This happens mostly in low lying areas that tend to hold rainwater. Hope you don't have crawdads...they are the dickens to get rid of..the only thing would be to pour salt down the center of the mound.

Could be moles, but more likely fire ant hills (don't walk around them in open toed shoes!--and that goes for the rest of FL--ALWAYS be aware of what's around your feet, cause those little buggers are NASTY!).
You can get some ant poison from Lowe's or Home Depot. I forget the brand name. This site also also has some ideas from someone who sounds like they know what they're talking about:

This feels like a mole situation, this is going to sound unusual yet take an empty pie tin tie a string on it and then tie the string to a stcik that you force contained in the floor, the noise from the pie tin against the stick will worsen them and the ywill pass elsewhere.
