puppets. bring all sorts of supplies from socks to paper bags and anything else you can think to make a puppet out of. bring yarn, glitter, markers, glue, construction paper scraps, any thing you have laying around. Let 'em go nuts and then when mom and dad get home have the kids put on a puppet show they've thought up.
I had a babysitter who would bring a couple of rejected wallpaper books with her and we'd make anything from paper beads to origami to holiday decorations. we loved it!
If your feeling brave, take them outside and tie die some old whites (ask thier parents first of course!) or use fabric puffy paints to make t-shirts.
Friendship bracelets, paper dolls, candy window catchers (lay some hard candies on a peice of wax paper so they are barely touching, toss the tray in the oven on a low setting for a few minutes till melted, take a straw and press it into the melted mass imediatly to make a hole. let cool, string it and hang it in a window.

Try those foam frames. you can get them at a craft store real cheap with foam pieces with bugs, summer fun, animals. You can make bookmarks too. That is always fun.
Friendship bracelets or key chains with beads is also a good idea.

finger painting (just make sure everything's covered in newspaper and they stay in a designated area) or water colors. coloring is also a big one... oh, and anything that involves gluing different kinds of macaronie to colored paper.
