If it is the Internet Explorer, then go to the Tools >> Internet Options >>
Select the "Privacy" tab and then select "Pop-up blocker" and then check the box for the "Block pop-ups".
Click on the "settings" to make sure the web page is not listed in the sites list.
Click ok. The pop ups should be blocked for that site.

Also make sure you have deleted all the junk using the Tools>>General
using the buttons "Delete Cookies" "Delete Files" "Clear History"

Sounds like you have spyware. Download Ad-Aware, Spybot Search & Destroy, and Microsoft Windows Defender. These will keep you clean too :-)
