I want to create a polling system to link it to my website, which is the best? It shld be able to limit voters

The polling system should be idiot proof, easy to use and for beginners.

It should also enable me to enable more details on the answers

Web Wiz produces a nice poll system that is easily configurable and is IP based authentication to keep from multiple votes.

There are lots around.
For 1 vote per visitor it should use ip tracking, not cookies.

ask your hosting service. If they're nice they should be able to give you one for free. I know i would.
