There are reverse phone directories. If the number is local, your library might have one in the reference section. Otherwise I think there are some web sites that provide this service, but I am not sure if they are free.

If its a local number and your phone book has a caller ID section you can look there.

either, look in the phone book or call your local police office or just do the simple thing. call and ask who was speaking.
