Well i want to create some art but i don't have enough money to buy a good program so i want u to help tell a good free painting editing program tell were could i download it .. I understand that microsoft "Paint" isn't the best thing out there i need something better so please help me

I agree with mapleguy- get Gimp, with the addition that Gimp has different shortcuts than Photoshop, but you can change them so that it doesn't get confusing if you have to work with both of them.
Gimp has been around for a long time (I've known about it since 1997 or so)
and it's very stable and user friendly.

It is well worth a look, with a wonderful range of painting tools that are exceptionally easy to use.
