He should be laid down. A horse his age will only continue to have problems, some which are very pain full. Which would you have happen him be put down and have no pain, or him die in the middle of the night because of some system failure. It is a hard choose to put an animal to sleep, but would you rather know it was quick and painless, or that his last moments were hard and pain full. You friend will have to say goodbye sometime, but at least she would no that he had a quick, painless death.

I know how your friend feels, putting down a horse is hard but if the horse it 36 and can only eat watered down food i think it should be put down. Most horses love to be ridden and you said that this one can't be so there's a joy lost. Also how would you take life if you had to eat sloppy food all the time would you be about ready to give up? It's not my position to tell you what to do but i gave you my suggestion.

As long as he's eating the soaked food OK and isn't losing excessive amounts of weight I'd say he's fine, but he's probably not going to be around for too much longer, so she should get used to the idea.

I think soaking his food is a good thing, she obviously loves him, and if he is happy and not in pain then why should she feel the guilt of putting him down. Been there done that , not a nice feeling.

Is the horse content? When he is ready to leave this earth, she will know by his manner. He may just lie down and stop eating altogether. The horse earned his retirement when he was working, just as we do.
