Plato. In the Republic, he recorded (created) dialogue and debate between Socrates and the sophists and really set the standard for political study. His student, Aristotle, took it further.
Some people also point to Machiavelli, but it all started with the earliest democracies in Greece.

The study of politics began when there was more than one person on earth. Politics is the study of human interaction. The quote that "all politics are local" really explains its role. Politics is the interaction of people with others on a local, tribal even global scale. I don't think it is about parties, or even philosophy of government. It is more about tools used to control human interaction and how those tools are employed on different numbers and types of people.

The ancient Greeks (who began the study of almost everything). Aristotle wrote a teatise called Politics, which was a study of human affairs in organized societies.
