1) The two are separate.

Van Der Waals are forces between molecules

Covalent bonding is a bonding force (using the word loosely) that holds molecules together.

Chlorine is a covalent bond. Because the electron density is equally distributed, it has no dipole moment. So its Van Der Waals force is going to be London Dispersion forces. Given Chlorine's small weight (70 g/mol), this is why chlorine is a gas.
