I'm referring to the dial around the face of some watched that can be twisted. I think I've heard that it is used for diving, but I don't understand how.

It is for diving primarily. You set the zero to where the second hand is when you enter the water, and then you know how long you have been under the water by watching the second hand movement in minutes. This is important, as you only have some many minutes of oxygen/ gas and it will run out. Thus you know when you have to surface before running out.

My boyfriend has a watch like that and the number part around the face acts as a stop watch.

I've seen pilot's watches that have this. It works kind of like a slide rule.

those numbers can also be used for navigation, using a watch like that and a sextant I am never lost.

umm...i had 1 of the same kind,and i guess it was there to help me calculate minutes faster...
