Is there any way to get a proper chart if you don't know time of birth?

My birth certificate does not have time of birth and my family is not around anymore.

A good astrologer would help you determine it using key life events, such as births, deaths, marriages, graduations, illnesses, etc. to determine your birth time. Those life events correspond to transits to the natal chart.

It's a process called Rectification.

You can either order your birth certificate from your state's vital statistics office to get the correct time

or you can pay an astrologer to do a chart rectification where they go back to important dates in your life and find it that way
