They can make a deposit into your account if they have your account number with a teller, but not at an ATM. The machines need the card in order to process the transaction.

It depends on the bank. If you are a Chase Bank or Bank of America customer then yes, to a degree. You will give them your account number, not your debit card number and they can deposit the funds for you at any branch in the US. Both banks hav integrated systems meaning all branches are connected. I would not advise giving just anyone your account number though. I have seen so much fraud as a result of this. You need to open a deposit account to do this lie a checking, savings or money market account. If you will be doing frequent ATM transactions I recommend that you go for the checking since there are limited transactions on savings and money market accounts(Regulation D). You also have to keep in mind that if the deposit is made in check you have to wait for the funds to clear 3-5 days and cash interstate may only clear next day(Regulation CC).
Regarding taxes-
There are no taxes to be paid on deposits to bank accounts unless they are interest bearing accounts. If you have an interest bearing account and it generates more than $45.00 in interest you will recieve IRS from 1099. Of course, the person in the other state would have to make the deposit inside the bank, not at the ATM, but, yes, the out of state person could make a deposit to your account. The bank would only give the person a receipt for the actual amount of the deposit - not your current and available balances.

The only way to have some one deposit money into your account in another state would be to give them your account number, and have them go to the same back that you are with. They will be allowed to deposit but not withdraw

ATM card is nothing more, but a way to get money out of your bank account.
Usualy you have connected checking bank account to your debit card. Everybody who know your name, bank, bank account and bank code (ABA, Sort, SWIFT depending of country and bank), can send you money. Send money means he can put funds in your account.
After that you will be able to go to ATM and withdraw money (there will be bank taxes etc).

an atm card is linked to a checking account.
When you open a checking account, you get checks and deposit slips and an ATM card.
Can can give you person a deposit slip and they can go to a banch of that same bank and make a deposit to your account.
