Uh, why would you want to do that?

Phenol (which is what you probably mean) is grossly cheap on an industrial scale, and thus products containing it are cheap.

You couldn't do better at home.

If you mean the disinfectant phenol, you are asking how to make a toxic compound that may be a human carcinogen. The synthesis would be very dangerous in the home and should not be attempted. The cost would be very high compared to buying it (if anyone will sell it to you) and chlorine bleach is a much better alternative.
