It's the placement of the vowels. An X followed by a vowel is always hard; an X preceded by a vowel is always soft.

Initial X's are ALWAYS pronounced as a Z in English; otherwise X is "ks". So people who say names like "Eksavier" for Xavier (instead of Zavier) are being idiots.
