Although he's far better (read less of a nonce) than the last film, IMO Will Turner still doesn't quite rank on the Pirate scale, so on the basis Jack Sparrow is the only real pirate of the two, it's got to be Jack.

Jack Sparrow- He looks like a pirate in real life. Orlando Bloom is okay, but he is no Johnny Depp.

Duh! Jack Sparrow is not only the better looking pirate, but he's really the ONLY pirate. Will Turner denied his piracy and refused to believe that it was in his blood. Jack embraced it and loved it.
