I can see why it's hard to distinguish. My thoughts are that it's either Eddie turning into Venom and being consumed by the symbiote. or it's Peter either being comsumed or rejecting the suit.
But since you pointed out the teeth and the short hair, I would probably agree with you that it's Eddie.

I would guess that it is Eddie Brock (as played by Topher Grace) turning into Venom.

Venom. Notice that the suit is black and flowing over him, which is how the symbiote works.
