Otherwise Id say C (not C+ or C++ or C#, just ansi C).
The basic web page is HTML (but thats not really programming).
The prgoramming side is anything you want. It depends on what you want to do but you can do it in BASIC if you want to.

Internet, uses so many different languages. But HTML is the language, to create web pages on Internet. All other languages like JAVA, .net etc are using with HTML.
Hyper Text Markup Language(HTML).And additionally other, like XML,JSP,ASP are also part of the Internet languages.
