the answer is obvious... both partners should love each other...

you can start loving the person who loves you, but can do little to make a person start loving you

It is always better to be loved than to love. I can attest to that. I married my wife whom I love very much. She loves me too but not a much as I love her. My ex gf whom I had to break up 27 years ago due to circumstances beyond our control, loved me very very much. She really went out of her way to do anything for me. I was so blessed but our relationship had to end as she was a refugee and did not have her papers. My country has this policy that did not favour refugees and we had to separate and she left for a third country that has a more friendly policy towards these pitiful refugees.

It's gotta be mutual, especially for marriage. You have to love them and they have to love you in return. Marriage is committing yourself to one person for life, being truthful and being able to share your house, your belongings, your life, with them.
If it's a one-way-relationship, pull out before you get that deep.

Neither. Either way, you're going to eventually be miserable.
