Well, because you are a newly formed state, you don't have neither embassy nor consulate. You don't have any embassy, because every formal embassy of Serbia and Montenegro is now the embassy of Republic of Serbia. You'll have to wait a bit if you want to travel somewhere, where you need a visa...

To get the visa you need consulate, not Embassy.
