Pens are items that are often taken, but rarely stolen. I take them all the time, but would never steal one. It's the whole absent-minded thing where you use one and put it in your pocket.
I don't think either of the gentlemen in your question are thieves. On the other hand, Michael Moore looks quite absent-minded, and Bono is way too busy to notice what he's done with a pen after he jots a quick note about African debt forgiveness.
