Yes as long as you don't sell the image. If you really want to be safe you could ask the photographer for a copyright release. Most of the time they are really easy to get. Some photographers might charge you if its for a recent photo.

The picture belongs to the person that took it. They get to say how its used. But if its of you then they should have gotten a signed release of some sort from you, otherwise they cant use it either.
Either way, talking to them should usually get you permission.
