Clairton, Pennsylvania just south of Pittsburgh along the Monongahela River (although it was also filmed in Cleveland and Mingo Junction, Ohio).

The entire movie was filmed "on location" (not on a set) but I thought it was filmed in the Appalachian mountains and in Ohio.
