Why can't the president act on behalf of the wishes and concerns of the people? The question should be "what happened to a government for the people, by the people and of the people?"

WHAT?!?!?!? Do something that won't play to their homeys?
It's more important to many in political offices to get reelected rather than do something to actually solve problems.
Also, one side tends to want the government to solve the problems people face. The other tends to create an environment that allows people to solve their own problems. Both think that there side is correct.
