If you can afford it try Vitamin A or E or a pad (any kind of oil that does not iritate the eyes would do).
I used to have oilly vit. A caps for about 1 dollar so I preferred that because it helped my skin too. Squeeze the gel out of the capsule and gently rub with a piece of paper towel.
But usually if you can't tell, it means most of the mascara is gone or... you need to change mascara because the one you have doesn't do much.
Ask a pharmacist for oils that do not iritate the eyes, if you prefer another thing. Some can also be used as face masks for dry skin areas only.

I use The Body Shop's Camomile gentle eye make-up remover, it takes a couple of applications for waterproof mascara but it works, it sooths and removes, try this on a slighly damp cotton pad and let it soak into the lashes like a peice of cucumber on each eye lid this is also very relaxing and it should all come off with ease. Be gentle under the eye area, it is very delicate.

When removing the mascara you can use a normal cleanser, no separate eye makeup remover is needed. It is definitely the best waterproof mascara I have used as most of them are really difficult to remove.

A good makeup remover and cotton balls.
The trick is to wet the ball and hold it on your eyelid for several seconds so the remover can soak in before you wipe it away.
Another really great trick I learned from a waterproof mascara loving friend was to do it in the shower. Once you apply your conditioner in your hair before you rinse it out, take the end of your hair and wipe your eyelid several times. Rinse your face and hair and once your done showering it's gone! Plus, you don't have to worry about staining your towel!

Baby oil should work, but if you want to splash out a bit try Clinique's eye make up remover it's very gentle on your eyes but removes even the toughest mascara and eye liner

To remove water proof mascara just get a cotton ball and squeeze Johnsons baby oil on it. Then just slide it across your lashes. You can tell it's coming off because you'll see it on the cotton ball. Just keep repeating this until you don't see any more mascara on the cotton ball. To make sure it's off, wipe your finger across your eye lashes. If they feel soft, then it's off. Then just wash your face to get the baby oil off your eyes.

Use eye makeup remover which is available from all good chemists and beauticians. Put some on some cotton wool and rub over closed eyes and it should all come off. I use the Boots brand.
