Depends which computer you are using and from where you are rebooting. Here are some scenerios.

Windows : click Start leftbottom of screen, then select shutdown. from the next window select restart and click ok.

Linux : almost same as the above if using GUI (Graphic User Interface, like KDE or Gnome) otherwise run command "init 6" from console prompt.

If you are rebooting remotely, you can connect to windows with remote desktop or VNC. You can connect to linux box (telnet or SSH) use putty for this. Once connected you can use the above methods.

if the computer is sitting in front of you. you can just press the power button. Most modern systems recognize power button as shutdown command while it is running.

If your computer is not frozen, you can use the start button, say turn off and then choose restart. If it is frozen, either you can turn it off with the power button, and on again, or sometimes there's another button below the power, that serves the specific purpose of restarting. You can also hit ctrl+alt+del a couple times. That should work.
