Even if you buy a tower (upright PC) rather than a desktop (lay down PC), you can lay it on its side and use it without harming the PC in any way. Just lay it with the system board down against the table rather than on top in the air. The components inside a tower and a desktop are indentical. Many towers will even have little feet on one side for just that purpose. Do it all the time at the site I support.

You see PCs tower style in ads, because this disposition is more good looking than lying flat, it shows power. Most PCs can be altered to lie flat. The CD-Roms and floppy disk drives have to be removed, and their housing in the PC can be repositioned, so that they can be reinstalled in a flat disposition. However not all PC cases allow all these changes, some have the disposition conditioned to tower style, mainly the floppy disk drive, that has a fixed position.

I don't know about PCs, but the Mac mini lies flat. Its too small to set anything on, but it does lay flat.
