This is easy. Its George Bush.
As the President of the sole superpower he could have used his position to do a lot of good things for the world - eradicate poverty, stop climate change, let poor countries benefit from American Science etc.
Instead what has he done - Lied to the world abt weapons of mass destruction in Iraq, killed over 2000 Americans there and God knows how many Iraqis, cuts taxes for the rich, refuses to ratify the Kyoto Protocol on climate change, refuses to accept the International court of Justice, does not reduce the stock of nuclear weapons - the list can go on.
He had the power to change the world for the better - he made it worse and insecure. If there are Americans who support his policies think that his actions are making the world as safer place, I would urge them to read the travel advisories which the State dept sends out. Just count the no of place which have become no go for Americans. Just check the mood of the people in other countries, including those of the allies of USA who have sent their troops to Iraq.

What a dipshit. America is not the sole superpower; the EU rivals us. He didnt lie about WMD, he went off intel supplied to him (which DID turn out to be correct, if you would have ever kept your ear open--they were just moved to and hidden in Syria before we went in).
HE didnt kill Americans, Iraqi insurgents did...casualties CANNOT be avoided entirely; you seem to forgot how many lives are lost in REAL wars.
Tax cuts are for EVERYONE, but if someone pays tens of thousands of dollars, BY PERCENTAGE of course theyll receive more back from a cut than one who pays a thousand.
Poverty just cannot be ended; we continue to be a leading humanitarian-effort country (why dont they complain when a democrat is in office and theres still poverty?)
And I dont know about you, but I wouldnt want to be an American facing a judge panel consisting of a Cuban, a Pakistani, and a Frenchman -- how would THAT be just and unbiased?
Seems to me, sir, that all you know has been spoon-fed from liberal activists yelling in your ear that conservatives are evil, greedy, uptight wolves with a larga appetite, and that Bush is responsible for anything horrible that happened in the past quarter-century.
(try using that piece of gooey stuff inside your skull! Question BOTH sides for a change, not simply everything that comes from a conservative viewpoint)

Boy this is a hard one. There are so many it's hard to pick one. Also, what might be horrible behavior to me may not be to you or others. The only way this could be answered is by giving one's opinion, it cannot be based on facts. This would be like a multiple choice question and then none of the answers could be right or wrong. To be honest, I cannot pick just one.

Part of the problem is the criteria.
Bush could get on there for his incursion into Iraq.
Osama for his continuing incitement to destroy America.
The President of Iran (whose spelling of his name escapes me) for his continual drum-beating for the eradication of Israel
Mr. Kim from N Korea for the intolerance hs bestows upon his people.
There are numerous dictators who suppress the voice of the opposition and kill off those whom they deem "inferior".
I find these people are, more or less, the same degree of terrible humanity.
