Hips/pelvis is the center of a woman's strength!!!

It's where most of our power comes from as it's where children pass through to get into this world. It's also what we hide from men when they want to "have fun" if we want to keep our own power.

Therefore by making the hip/pelvis bigger by placing arms akimbo, we remind others that we can be the givers of pleasure and we're also the ones who keep the world going by keeping those babies coming -

They need to put their fists somewhere, and better in the hips than in the guy's face.
Also, it lets them open their torax and breathe more deeply (if you look closely, the hand on the hip thing always comes with a sigh).

It could be related to the evolutionary offensive posture...such as a lizard/cobra spreading the hood around its head to look bigger or the puffer fish. Since women are usually smaller than men, using an "akimbo" posture (along with a scowl on their face) makes them look "bigger" and aggressive.
