First check your "Maximum Volume" limit. On the iPod, go to Settings, Volume Limit. Make sure this setting is set to your desired volume maximum.
If that doesn't change anything, try the follwing.

From your computer, select your iTunes music library, go to EDIT -> SELECT ALL.
This will do as the command says and select all the songs in your library.
When all the songs are selected, go to FILE -> GET INFO
iTunes will ask if you are sure you want to edit mulitiple items, click Yes.
This opens a window and from here you can boost the volume of the songs. You will notice a bar towards the bottom of the window that says "Volume Adjustment".
Drag the cursor to the 100% mark and click ok.
Job done.
The iPod will now play considerably louder. Be warned, this is a pretty intense volume setting and I find that it is so loud that I cannot listen to my iPod if I turn the volume to the max!

If that doesn't work, contact the Apple Helpdesk

Good luck
