They are human men who are born just like you and I. In history it was the practice of self castration. I believe mostly for religion. As far as a sexual organism, I would say they are males who do not have any attraction toward females just as a homosexual male does not find females sexually stimulating.

An ancient leader of the church felt Jesus himself was a eunuch as well as one of his disciples.
Maybe this was suppose to be why there is celebacy in the Catholic Church; however, somewhere along the way, somebody forgot to castrate the priests.
Also, young boys would be castrated to keep their voices young and high and clear.

Eunuch is castrated man in muslim culture. He was chosen from the most trusted servants in the palace, for the job of guarding the harem (all sultan's wives and concubines).
As a protective measure for avoiding temptation of fornication with so many women around, that trusted servant was castrated, in order to eliminate all sexual desire from him. After a while, he would go fat, thus being physicaly unattractive, preventing women from falling in love with him.
THis practice has vanished in the middle of 20th century, when payed job became more important for most of the men than fulfilment of sexual desire .

Eunuch is born as a male, but as a grown-up he is castrated. Sexual organism before castration is male, but after that he is sexless (whatever this could mean). Genetically, he is still male, but has no sexual glands.
The simmilar procedure was used in European music world (especially in Italy of 17th, 18th and 19th century), for obtaining high-register male singing voices. THose singers were called "castrates". THey were castrated before the voice mutation in order to preserve high-register boy-voice. They were extremely popular in Italy, but also in Austria and France. Those savage methods were forbidden by the law at the beginning of the 19th century.
