If we're talking present tense ("is") then we are not talking about players like Pele, Maradonna, or Zidane, I imagine. Though Zidane, if he had not retired would have my vote (great player, great man).

The only answer has to still be Ronaldinho, despite his poor World Cup.

Pele you fool if you mean past or present but if you are just talking present then I'd have to say, Ronaldinho despite his extemely second rate performance in the world cup.
