Where could I get a pet octopus? If you can't tell me that, where could I get a different and inexpensive exotic pet!

Wouldn't suggest it. You would probably end up getting a blue-ringed octopus and even one small enough to fit in a glass of water is deadly. It could kill you in a matter of minutes and there is no antidote. They are also nocturnal so you would never see it and capable of escaping through the tiniest hole.
Try a fox or something else as a pet.

You could get a squid at a good seafood place. Calamari.
