To be honest... Probably 14/15. You need to let your feet develop before stuffing them into high heels.

High heels should be worn from about 18 in the mean time try the smaller heels. You should let your feet develop properly and be aware that later in life you feet may be squashed and ugly looking from the force of wearing high heels. It depends on the height of the heel.
Start off with the 2" heels and if they do not hurt then got bigger.

It's not a matter of it being acceptable, it's just bad for your back and for your feet and legs if you wear them too early. You usually stop growing at about 15-16 years of age, so you can probably wear heals from that time without too much harm.
Just don't over-do it with the height, it's not just bad for your bones, it's also tacky!

i think you could start wearing it when you reach 13 so when you get on prom, parties and your debut you know how to walk in high heels.

You can were high heels from junior high until you have to were old orthopedic shoes for old people.
