It is cutting off the foreskin of the penis. Usually for religious purposes. I think its best to keep it unless there are some medical issues behind it.

Circumcision is an operation whereby the foreskin of the penis is removed thereby exposing the glans. This operation is usually performed as a matter of course shortly after birth in some societies and religious groups and is very common in, for example Jews and Muslims along with certain African tribes.
It is also performed in some older boys and adults, usually for medical reasons. For example, Balanoposthitis, a recurrent infection of the glans is often resolved by circumcision. Pain during sex due to an excessively tight foreskin may also be treated this way.
There is a general belief that circumcision is "cleaner" as dirt is unlikely to accumulate under and around the glans although there is no real evidence that for any given standard or personal hygiene there is any real difference. The lesser chance of dirt accumulating has to be balanced with removal of the protective foreskin which makes accidental damage to the glans more likely.
A proportion of operations, particularly those performed in a religious context (rather than those performed in a hospital) go wrong causing damage to the glans and surrounding tissue. There are even extreme cases of young boys suffering the total loss of their penis due to resulting infection and damage.
This risk must be balanced against the protection given against another threat - and this is likely to become the greatest argument in favour of (medically performed) circumcision:
research is beginning to reveal that circumcised males are far less likely to catch HIV/AIDS when they have sex with an infected partner. This is believed to be the case because the virus needs to pass through soft moist skin which doesn't have the outer-most layer of hard dermal skin present. Such skin is present under the foreskin and therefore circumcision drastically reduces the likelihood of the virus being able to find a route into the body. The circumcised men of certain African tribes, for example, have shown greatly reduced incidence of AIDS when compared to neighbouring uncircumcised males, even when the incidence of AIDS in the female populations of both tribes is similar.

That is a command that is given to Abraham by GOD in Old Testament in the Bible (Genesis 17:9-14) "Abraham, you and all future members of your family must promise to obey me. 10-11As the sign that you are keeping this promise, you must circumcise every man and boy in your family. 12-13From now on, your family must circumcise every baby boy when he is eight days old. You must even circumcise any man or boy you have as a slave, both those born in your homes and those you buy from foreigners. This will be a sign that my promise to you will last forever. 14Any man who isn't circumcised hasn't kept his promise to me and cannot be one of my people".

omg r u crazy yes it is very inporant frist off it taking the extra skin off you penis that has no need to be there if it stay there when you get older you can have problems like s.t.d and other prombles go to a site to find out more

Is removing the forskin covering the man's reproductive organ (well, u know what i mean!)... It is usually done at birth among muslims and jews.
It prevents seriuos infections and is cleaner.
