The question is, why would you want to?
Apart from that, since there are no hair follicles in the skin of the palms, no amount of topical hair-growing preparations, such as Minoxidil or Propecia will stimulate growth.
The only way to grow hair from you palms, then, is to graft follicle-bearing skin there from elsewhere on your body.

pluck some from your scalp and plant into the skin of your palm. pour water daily and apply some organic manure regularly. you will grow organic hair follicles on the palm. don't use any chemical fertilizers. it won't give the silken look.

You can't- the lips, under-place of your feet and the hand palms are the only places of your body without hair. Cool, huh? Oh, and maybe your eyeballs, too... lol. ;)
