Assembly is still relevant and it's a very powerful programming language, but it's very hard for beginners.
The programming language that you must choose i think it must a modern one, like C#, Visual Basic both on .Net framework, Delphi, ASP written in C# or Visual Basic Script, PHP, Java, Perl, Python.
Every programming language is good or bad in it's way. You must try to understand the programming principles. When you are able to understand programming then you can write programs with every programming language, the only thing that stops you is the time to learn the syntax and the build-in functions of that programming language to save you time not to create them yourself.

I suggest Python if you have never learnt programming before. It is an interpreted language that make the typing & testing cycle fast. You can do a lot of useful things with it.
Learn C / C++ / Java it you intend to make a living from programming.
Assembly is might still relevant for certain applications, such as computers graphics. The reason it's hard is that you really have to understand how computers work inside. It is also not a structured language so it can be hard to read (a lot of jumping here and there). Most modern compilers do a very good at turning programs into efficient machine code so there is usually little need to do manual assembly language. However according to some experts, it is still to squeeze out additional performance by hand coding in assembly language. But this is only if the extra performance is absoluletely necessary. Most PCs nowadays are already very fast.
Still you can learn a lot of useful things by learning assembly.
If you ever have to chance, I hope you give Scheme or Lisp a try, it will really open your eyes to the meaning of computer science. Or you might hate it...but do give them a try.

Assembly language is still in use if you are planning for a career in Firmware process but for a beginner,I would recommend you not to learn Assembly but something which can be used in programming (i.e. C, C++).
C is a very powerful langugae through which you can do many things at system level easly.
C++ is a object oriented language (OOPS) and most of the modern programming languages now a days use the OOPS concept.

I suggest you learn C or C++ if you are a beginner and are planning
to learn how to program. And as for the assembly part, DO NOT learn assembly as your first language, it will only confuse you. You should try learning assembly after you have gained some experience in high level languages like C or C++.

All programming languages require a compiler or an interpreter.
There may also be a tool/program for writing the code.
This all usually costs money so the best option is to find a free option.
The obvious choice for this is HTML and Javascript. See Below.
There is also java. This is a more complex language but everything you need is free from Sun Micro Systems.
Then if you wish to progress you can look at buying into the current trend of languages like C++ or C# or VB.

Assembly is relevant if
a. you are planning to do some amount of embedded programming.
b. you are curious to see how your C/C++ code translates to the simple instructions that the processor understands/executes.
c. if you want to extract every ounce of performance from the computer.
But note that with the development of good and optimizing compilers learning assembly language prospers in only certain niche areas. Hence for a good first language I would suggest C++.
