I don't know fully but if a skinny person was to eat lots of cardbs and proteins and then use extra energy to do weights and other typical exercises (sit-ups, Press-ups etc). It should have some effect, other options are things like weight gain pills, as long as you are still doing regular exercises, it shouldn't have negative effects, personally i would stay away from the pills though

I used to never be able to get over 150lbs (I'm 6'1") until my friends told me about a way to gain weight. (now I know it sounds silly but it does work and I'm living proof) with every meal drink a 40oz of Beer. I now weigh 205 of course this has been over some years now. But when at the height of me trying to gain I put on 20-25 lbs within 4 months. Because I have a fast metabolism I do not have a beer gut but if you don't it may not be the weight gain diet for you

i have a few mates how come down the gym how are pretty skinny and they want to get bigger, they have to eat loads, one mate eats over 5000 calories a day, his metabolism has sped up and he is really slowly gaining the muscle mass. It takes him a few months to build up to that amount though otherwise it would just make him fat.
Weights three times a week and high protein foods are the best option.

Eat healthy and exercise. Ask your doctor for a long-range workout plan based on your eventual goals, eat lots and lots of protein, and do lots of normal physical labor - go hiking, chop wood, learn to farm.
