Pre-visualization. Put a picture in your head of someplace cold. Maybe Antarctica, or Alaska or anyplace you've been or seen that is cold. Imagine yourself sitting naked with the cold air biting into your skin and your breath steaming out into the air as you breathe. Try to feel yourself shivering from the cold and needing to put cover on.
If you do this correctly, your mind will actually tell you that you are cold. But you really, really have to concentrate. Closing your eyes is a good idea. Clear your mind of negative thoughts about how hot you are and focus on the image you have in your mind. This technique ALWAYS works for anything you want to achieve, jogging, lifting weights, dieting...it all depends on your goals. If you visualize what you want, you will get it.

Open a window to get the air circulating.
Wear cotton / linen, as this allows your skin to breathe.
Sit as still as possible, and not directly under lights, or any other electronic device that gives off heat.

if you dip your hands and feet in water then your circulation will carry the cool blood back to your torso, keeping you cool without too much effort!

Stay as still as you can in a dark place, preferably with a natural breeze, but it is not necessary.
