Why is it (in the UK) that when the government appoints a troubleshooting specialist (typically in the fields of drugs, health, education policy), that the troubleshooter is often referred to as a "Tzar" e.g. "Drugs Tzar"? What is this bizarre connection with imperialist Russian royalty?

I agree it doesn't make any sense, maybe they just mean someone who is all powerful over a small area, and not a national and all embracing remit
