First I must say -good question!!
Probably hearts cant't reflect one another, while eyes can. So, you can see the reflection of your eyes in another's eye. But you can't see the heart.

hearts connect with love
eyes connect with just the look
eye contact - its like establishing communication with someone, so no one said anything about love here
and as you know love is very strong thats why it can connect 2 hearts.
eye contact is too weak for that...
