Catastrophic expenditure was defined as a household's financial contributions to the health system in excess of 40% of household income remaining after subsistence needs had been met.

Catastrophic expenditure is an expenditure that is both unexpected and large (say, you have a car accident or contract a dangerous infection; the cost of treatment, if you paid for it out-of-pocket, could bankrupt you). The threshold should be specified in your policy.
