Emergency Law or Emergency Powers is the most power law because the executive leader has unlimited powers to exercise it. He can disregard the constitution and other laws in order to solve emergency situations.

The constitution of a country is suspended and rule of law comes to a stndstill. The leader with his assistants, who sit at the top is the goveernment.
It propogates to shot at sight once some one violates the specified rules. No court will work to understand the situation. Under the shadow of Emergency law the prominent leaders clear off their political rivals & enemies. The rulers use this as a dark veil to tansfer all the illegal funds earned through misdeeds illegally to a safe haven. They can use the religious pretext, external agreession pretext, natrutal calamity pretext.....There is no end to it. The fun is a lot of unknown fellows from "pandora box will jump into the band wagon."

An emergency law governs periods of war,terroristic threats,natural calamities etc. A civilian ruler or a bureaucrat can infringe upon human rights in the garb of national security concerns.
