Violence is never a solution to Terrorist thinking. Because Terrorism is not a country or any single person, it is an idea that feeds on Hate, Ignorance, and Revenge.
Pakistan's problems go very deep ever since British colonialism of the 19th century created an Anti-foreigner attitude. Many Pakistanis live in poverty, lawlessness, and warlordism (The government does not have control over the entire country, and some places are governed by warlord clans or tribal laws). Education and healthcare is not widespread especially in remote areas. This is why Radical Islamist ideas flourish. Some Islamist schools teach hatred and violence against Western countries, India, and the Pakistani government led by Pervez Musharraf. Since the people do not know any better they totally believe it. Radical Islamists have even infiltrated the military and government and are helping Mujahideen (Jihad soldiers) cross into Kashmir.
If India is to stop the proliferation of terrorism from Pakistan, India must respect Pakistan and have open talks about Kashmir and improve the quality of life for Muslims in Kashmir, they need to help Pakistan develop economically so that people can have better lives and do not believe in Hate and Violence.

India can't stop it.
All of Pakistan's water flows in from Kashmir. So Pakistan just can live with Kashmir in the hand of the Indians. This is because India is bent on regional dominance, and having Kashmir to herself will give India just another way to bully her neighbour.
Thus Pakistan will not stop on anything less than the whole Kashmir, by hook or by crook.
