Fraud and confidence tricksters have been with us forever. Many succeed, and many of those go unpunished. One problem is that we try to follow our dreams, and our dreams may be impossible: day trading and gambling are losing propositions for the vast majority of players.
As society becomes more recorded (data banks, ID cards, CCTV) faking one's background and qualifications becomes more difficult, as does identity fraud. But we're not there yet, and even when we are, faking it to an employer or a lover will still succeed so long as due diligence isn't exercised.
Every university has an office where someone will confirm or deny a claimed diploma. How many prospective employers, publishers, etc. actually check?
So the answer to your question is: some do, some don't. It depends on the skill of the faker and the diligence of the target, the weakness being the targets' slothfulness or wishful thinking.
There's a newsgroup entitled alt.2600.fake-id which, while full of requests for advice on fake ID to buy alcohol also contains (or used to contain until the Shadowcrew arrests) identity theft ideas. ("2600" refers to the cancellation tone that used to be used on analog telephone lines and was the first tone transmitted by "blue-boxing" "phone phreaks" to make fraudulent telephone calls in the 1960s.)
When I was writing my dissertation, my thesis advisor told me of a Zaïrois who had been expelled because he'd plagiarized much of his thesis. Later the professor heard that the same thesis was being presented at another university in a different country. He wrote to that university but they granted the degree anyway. Expedience and pragmatism rules: who today worries much that Martin Luther King Jr.'s thesis contained plagiarism?
There are many kinds of fakery. At one level or another, many of us get away with some of it.

Some get what they want by doing something fishy just to acquire what they want by manipulating everything!Some get Bad karma! They are not fooling people around him but he fooled himself! In the short term they sometimes do but not in the long run. You can only pretend for so long. So I guess it depends on what they are hoping for, if its something quick and easy sure they will.

I got a job as a chef, and then spent sveral years pursuing it as a profession. Worked for me, paid my bills and when I did come clean no-one cared because I was good at what I did.
