The newest country that I know of is the Republic of Montenegro. Prior to that, the country of East Timor, which became independent on May 20th, 2002.

Montenegro recently separated from "Serbia and Montenegro", and East Timor "formerly part of Indonesia) became independent in 1992.
However, East Timor is having governmental problems.
Also don't rule out Chechnya and Palestine as prospects for new countries.

I just found an island whose are is .25 square miles about 1000 miles to the east of New Zealand eastern coast five minutes ago, and I named it Miego.
The second newest one was my wife's island which is only about 1 mile away from my island. She called it Urego.
We're thinking of uniting those two islands and forming the United Democratic Ouregos. The first law we are contemplating to pass is to ban anyone related to the "Bush" and "Cheney" families.
